its growing network of partner firms, effective August 1, 2026. Financial terms of the transaction were not
disclosed.
Craig Couture, CPA PA has served individuals and businesses on Florida’s Gulf Coast for years, earning a
reputation as a preeminent advisor in tax planning, business succession planning, and Florida domicile
strategy — a specialty increasingly in demand as high-net-worth individuals and business owners relocate to

FloridaCommerce has introduced a new initiative called the Rural Community Investment Program (RCIP), designed to encourage private investors and lenders to support small businesses in rural Florida. Several clients have reached out with questions, so we are sharing this overview to help clarify what the program offers and how it may affect you.
What the Program Is
The RCIP is a new Florida tax credit program that rewards investors who provide funding to qualifying small rural businesses. The goal is to make it easier for rural business owners to access capital for growth and expansion.
How the Tax Credit Works
Investors who lend or invest money into eligible rural businesses may receive a $1 Florida tax credit for every $4 they invest.
The program includes up to $35 million in total tax credits, distributed over five years.
Who Receives the Tax Credit
It’s important to note that the tax credit goes to the investor or investment fund — not the rural business
Small business owners do not receive a tax refund or tax reduction from this program.
However, because investors can benefit from a tax credit, they may bemore willing to lend or invest, improving access to capital for rural businesses.
What This Means for Rural Small Businesses
If you are a small business operating in a rural Florida county, this program may lead to:
- More financing opportunities in the coming months
- Greater availability of lenders or investors interested in working with rural businesses
- Potentially easier access to growth funding
Whileyou do not receive the tax credit, you may benefit from a more favorable lending environment.
What You Should Do Now
To position yourself for funding opportunities:
- Make sure your financial statements and tax filings are current
- Be prepared to show stability and growth potential
- When applying for loans or investments, ask whether the lender is participating in the RCIP program

Here are the key updates that affect CPAs and their clients:
- IRS operations are now partially reduced. Approximately 39,870 employees (about 54% of the workforce) remain on duty, compared to full staffing prior to October 8. This means some services will continue, but others will be delayed or temporarily unavailable.
- Continuing IRS services include:
- Processing of tax payments, remittances, and disaster relief transcripts.
- Protection of taxpayer data, statute expirations, liens, bankruptcies, and seizure cases.
- Criminal investigations and law enforcement operations.
- Limited issuance of taxpayer verification documents, including Form 6166 (U.S. Residency Certification) and the Income Verification Express Service (IVES).
- Work required to prepare for the 2026 filing season, including system testing and forms design.
- Services temporarily suspended include:
- Most taxpayer assistance (call centers and non-disaster transcript requests).
- Non-automated collections and routine audits.
- Many administrative and legal functions not directly tied to life, property, or revenue protection.
- Taxpayer filing and payment deadlines remain in effect. Clients should continue to file and pay as scheduled, since electronic systems and remittance processing remain active.
KyCPA will continue to monitor developments and communicate any significant changes to IRS operations or taxpayer impact.
